Career development as a project manager, working for 10 years in research projects at the university, consultancy for public and private sector and development of projects in the public sector. Expertise in the technical coordination of diverse teams and management of human resources, time, budget and risks in projects with national and international financing. Planning, development and implementation of sustainability strategies.

Consultant for the World Bank Environment Unit - Sustainable Development Network and Rio leading contact point for all matters regarding CDP, C40 research and measurement and planning networks for five years. In this position, she supported in the design and implementation of the Low Carbon City Development Program in Rio de Janeiro, including assistance in data collection (CDP), coordination with local institutions and technical advisory to the City Hall. She is also a Research fellow at the Federal Engeeniring Faculty (COPPE/UFRJ) Center for Integrated Studies on Climate Change and the Environment (Centro Clima), where she focuses on future trends in technologies and mitigation practices, potential costs of technological options appropriate to the Brazilian scenario, emission inventories, scenarios and action plans.

PhD in Energy and Environmental Planning at COPPE, Federal University of Rio de Janeiro. Graduated in Oceanography from the State University of Rio de Janeiro (2002) and is Masters in Environmental Science, at Fluminense Federal University (2005). Previously, Flavia worked as a consultant for various institutions such as PNUD, Brazilian Ministry of Science and Technology (MCTI), Institute of Advanced Studies (UNU-IAS), Thomson Reuters Point Carbon and Brazilian Panel on Climate Change. Her activities covered the field of vulnerability and adaptation to climate change, Urban Development Co-Benefits Approach, GHG emissions allowances allocation, and Global Climate Change Mitigation.
