José Miguel Carneiro Pacheco

José Miguel Carneiro Pacheco is the former Climate Change Manager for the City of Rio de Janeiro. He is a certified specialist in Greenhouse Gas Emissions Inventory by the City Climate Planner program, coordinated by Green Business Certification Inc. (GBCI) in partnership with the World Bank, World Resources Institute (WRI), and ICLEI – Local Governments for Sustainability.
Pacheco has played an active role in the annual update of Rio de Janeiro’s greenhouse gas emissions inventory and serves as a member of the city’s Executive Committee on Climate Change and the Committee for Integrated Planning and Sustainable Development. Throughout his public service, he has contributed to key climate initiatives, including the 2016 Climate Change Adaptation Strategy of Rio de Janeiro, the Nature-Based Solutions for Flood Risk Mitigation project, the City Hall Headquarters Energy Efficiency Program, the Sustainable Schools Initiative, and the Local Climate Action Registration and Communication Program – PROCLIMA.Rio.
Currently, Pacheco is the Executive Director of MOWA Carbon Neutral, a Brazilian startup dedicated to supporting cities, companies and institutions in their transition toward a low-carbon development model and a more sustainable future.
