José Miguel Carneiro Pacheco is the Climate Change Manager for Rio de Janeiro. He is a certified specialist in Greenhouse Gas Emissions Inventory by the City Climate Planner program, run by Green Business Certification Inc. (GBCI) in collaboration with the World Bank, World Resources Institute and ICLEI - Local Governments for Sustainability. Pacheco participates in the annual update of the city's emissions inventory, is a member of the Executive Committee on Climate Change and the Integrated Planning and Sustainable Development Committee. Pacheco has contributed to strategic initiatives, including the publication of the 2016 Rio de Janeiro City Climate Change Adaptation Strategy, the Nature-Based Solutions for Flood Risk Mitigation project, the Sustainable Schools project, the City Hall Headquarters Energy Efficiency project, the Sustainable Schools project and the Local Climate Action Registration and Communication Program - PROCLIMA.Rio.

In addition, Pacheco is Executive Director of MOWA Carbon Neutral, a Brazilian startup with the mission of supporting companies and organizations in the transition to a low-carbon development model towards a more sustainable future.
